Amazon had little oversight over its job opening process until last year, allowing managers to recruit far more, and ultimately hire more employees, than they were approved to bring on, Insider has learned. Some leaders, however, complained that keeping a 1-to-1 ratio on open jobs and their headcount could "slow down their ability to hire as quickly" because they couldn't "cast as wide of a net across multiple geographies, levels, and job types to fill their allotted headcount," according to the document. "These things can cause challenges in a hyper competitive and fast-moving job market," the document said
