President Vladimir Putin has personally pardoned Russian convicts who fight in Ukraine with the Kremlin-linked Wagner mercenary group, a Russian investigative journalist reported Friday. A similarly worded document with the same July 6 date was spotted in an October 2022 video of wounded Wagner fighters posted by Prigozhin’s press service, the German broadcaster Deutsche Well said last week.  The Kremlin has declined to comment on the reported presidential pardons, citing the secrecy of some decrees
