Delaware may be the First State, but when it came to protections against abusive fines and fees, Delaware ranked 46th in the nation.But despite inflicting so much hardship, nickel and diming residents with fines and fees is a woefully inefficient way to fund the government.Fortunately, thanks to a sweeping reform bill (HB 244) signed on Monday, Delaware has become a national leader in ending abusive fines and fees.Of course, since many Delawareans need a car to get to their jobs, losing their license can make it almost impossible to earn a living and pay back the debt they owed.With this bill, Delaware joins more than 20 states that have already enacted this type of reform, including New York and Virginia."
